The Planning Commission, on its own motion or upon petition by affected property owners, may, prior to acting on a preliminary plat for any subdivision, hold a hearing thereon at such. time and place and upon such notice as the Commission may designate. All interested parties shall be entitled to a heard at such. hearing.
