1222.03 SALE OF LAND IN SUBDIVISIONS.
   No owner, or agent of an owner, of any land located within a subdivision shall transfer ownership in the future by reference to, by exhibition of or by use of a plan or plat of a subdivision before such plan or plat has been approved and recorded in the manner prescribed in these Subdivision Regulations. Any contract to sell or transfer contrary to the provisions of this section is void, except through an option which cannot be exercised until the final plat has been approved by the Planning Commission. Any money changing hands for the option agreement shall be held by an escrow agent that has been pre-approved by the Planning Commission. The description of such sublot or parcel, by metes and bounds, in the instrument of transfer or other documents used in the process of selling or transferring, shall not exempt the transaction from the provisions of these Regulations.
