1048.10 SPECIAL PERMIT TO EXTEND WATER MAINS OR SERVICE.
   The Director of Public Service may grant written permission to extend water main lines and/or water service beyond those properties which bound and abut upon existing water main lines, provided, however, that any such permission so granted shall only be made to political entities, boards of education and nonprofit charitable organizations, and shall be approved by a majority of the members of Council. All requests by political entities, boards of education and nonprofit charitable organizations for such permission shall include the following information and be in compliance with the following regulations:
   (a)   All requests for water main line extensions shall include an. engineer's drawing showing detailed plans of requested water line extension.
   (b)   The City shall have a minimum of 120 days to review and receive Council's reaction to the plan before responding to the requester with an approval or disapproval of the plan.
   (c)   All costs of main line extensions extended from the existing water main lines shall be borne by the requester.
   (d)   Such information as may be deemed necessary regarding the financing of the proposed construction shall be approved by the City.
   (e)   A letter of authority authorizing representatives of the City to inspect the construction of the proposed extension together with funds adequate to cover the cost of the City for such inspection; the funds shall be deposited with the City Auditor and any fund not expended by the City for the purpose of inspection shall be returned to the requester upon completion of the proposed extension.
   (f)   Assignments of easements and rights of way through which the proposed extension will be constructed, which assignments shall be in favor of the City;
   (g)   An executed agreement upon such form as the Bureau of Water may require, that all main water lines laid, except service lines and connections thereto, shall become the property of the City upon expiration of the maintenance bond described in subsection (h) hereof;
   (h)   Upon completion of the proposed extension, the requester shall furnish the City with a bond or other security adequate to guarantee the maintenance of such water line extension for a period of one year. City water shall not be furnished until such time as the maintenance bond is accepted in writing by the Director.
   (i)   The size of all main water lines shall be determined by the City using the best possible engineering practices.
   (j)   Only eight-inch lines or larger shall be permitted to branch off of the main water line.
   (k)   All lines running off of the main line shall be installed using the City's most recent specifications.
   (l)   There shall be a water meter installed at each line running off of the main line using the type and size of meter approved by the City.
   (m)   The meter and meter pit shall be installed to the City's specifications.
   (n)   The meter shall be maintained and tested to the satisfaction of the City and the cost shall be borne by the applicant.
   (o)   All extensions or changes to lines running from the main line shall require a new and separate request.
   (p)   A complete and detailed set of plat maps, on reproducible material suitable to the City Engineer, showing line depths, locations and all service taps of the entire service area shall be furnished the City and be updated at least annually by the requester at no cost to the City.
