(a) No person shall make or maintain a connection outside the City with any water line or sewer line forming a part of the water or sewerage system of the City, unless such connection and all other plumbing on his premises connected thereto is made and maintained in such a manner as to conform to the rules and regulations of the Board of Health of the City relative to similar plumbing within the City.
(b) Premises connected with the water or sewerage systems of the City shall be open at all reasonable times for inspection by the Plumbing Inspector of the City. Premises so connected cannot be used for the purpose of the connection until the plumbing thereon conforms to the rules and regulations of the Board of Health and is approved by the Plumbing Inspector.
(c) The Superintendent of Water shall have water service discontinued at premises on which the plumbing or sewer connections or both are not made or maintained in accordance with this section or the rules and regulations of the Hoard of Health of the City.
(d) If the premises are connected with the sewerage system only, then the Superintendent of Sewers shall disconnect premises on which the sewer connection and plumbing do not conform to the standards set forth above.
