1048.04 MAKING ATTACHMENTS TO WATER PIPES; PERMIT REQUIRED; FEES.
   No person shall make any attachment to or any alteration in a service pipe or cock or other fixture connected with such a pipe without first obtaining permission to do so from the Director of Public Service. No person shall install or alter a service line, defined as that part of a water service installation running between the service box to the meter, without first obtaining a permit therefor from the Utilities Superintendent or his or her designate. If the attachment or alteration is part of another permit application for which a fee has been charged and paid, the fee shall be four dollars ($4.00). In all other circumstances, the fee shall be fifteen dollars ($15.00) for the application and four dollars ($4.00) for every trap, fixture or device.
