(a) No person, except an employee of the Division of Water and Sanitary Sewage, shall make any connection to or attachment with any of the water mains presently existing or hereafter to be laid in any of the streets of the City, or lay water pipes or dig any trench for the purpose of laying such pipe in any of the streets.
(b) The employees of the City waterworks are hereby authorized and required to make all connections to and attachments with any of the water mains laid in any of the streets of the City and to lay all water pipes and dig all trenches for the purpose of laying such pipes in the streets.
