Nothing in this chapter shall be construed as preventing any special agreement or arrangement between the Division of Water and Sanitary Sewage and any person, whereby a waste of unusual strength or character may be accepted by the Division for treatment, subject to payment by the person. However., no special agreement shall be permitted for any waste in excess of Federal regulations or limitations.
