It is hereby declared to be necessary and conducive to the protection of the public health, safety and welfare to levy and collect service charges or sewer rentals on all occupied premises that are served by, are connected with or have access to the sewerage works of the City. The proceeds of these charges or rentals shall be used by the Division of Water and Sanitary Sewage as specified in this chapter.
