(a) The Director of Public Service and other duly authorized employees of the Division of Water and Sanitary Sewage, bearing proper credentials and identification, shall be permitted to enter all premises, without advance notice, to conduct inspection, sampling, compliance monitoring and metering operations to ensure compliance with this chapter and to inspect and copy any industrial user's records. While performing such activities, Division personnel shall observe all safety rules established by the person whose premises are being inspected.
(b) Where a person has security measures requiring proper identification and clearance before entry, the person shall;
(1) Make necessary arrangements with his or her security staff to permit entry of Division personnel, without delay, to obtain samples of wastes being discharged at various sampling points; or
(2) Install suitable gauging and sampling manholes outside security limits immediately accessible to Division personnel at all times.
