All industrial users discharging industrial wastes to the sewage works and the owner of any property served by a building sewer discharging other than normal sewage shall install a suitable control manhole in the building sewer, together with any meters and appurtenances the Director of Public Service may require, to permit observation, inspection, sampling and flow measurement of the combined wastes from his or her premises. When required, the manhole shall be accessible, safely located and constructed according to plans approved by the Director. The manhole shall be installed by the person, at his or her expense, and shall be maintained by him or her to be safe and accessible at all times.
