(a) All private sanitary and combined sewers in the City shall be regulated by the Division of Water and Sanitary Sewage, but shall be monitored and operated by the owners thereof. The Division may maintain and operate any private sewer which meets Division standards, provided that a proper easement is dedicated to the City and that the dedication is accepted by ordinance or resolution of the City.
(b) All private sanitary and combined sewers shall continue to be owned by the private owners until the owners and the Division mutually agree to transfer ownership to the City.
