An owner of a house, building or other real property used for human occupancy, employment, recreation or other purpose in the City, which abuts on any street, alley or right of way in which there is or may be located a public sanitary sewer, shall, at his or her expense, install suitable toilet facilities and connect these facilities directly with the public sewer in accordance with Section 1040.08(c).
