No person shall discharge, cause to be discharged or permit to be discharged to any natural outlet under City jurisdiction, any sanitary sewage, industrial waste or other polluted water, except where suitable treatment has been provided in accordance with this chapter. All discharges to natural outlets shall be subject to regulation by National Pollutant Discharge Elimination System (NPDES) permits, this chapter, orders issued by the Director of Public Service or orders issued by the USEPA or OEPA.
