1028.11 PLACING MATERIALS ON PUBLIC PROPERTY WHICH MAY DAMAGE TREES, SHRUBS OR OTHER PLANTINGS.
   No person shall deposit, store or maintain upon any public place of the City any stone, brick, sand, concrete or other materials which may impede the free passage of water, air or fertilizer to the roots of any tree, shrub or other plantings growing therein, except by written permission of the Mayor or his or her designee.
