One whole number shall be allowed to every ten feet of ground, whether improved or vacant, provided that any house or tenement with less frontage than ten feet shah receive a whole number. All streets running north and south shall be numbered north and south from Main Street with odd numbers on the west side of the street and even numbers on the east side of the street. All streets running east and west shall be numbered east and west from Third Street with odd numbers on the south side and even numbers on the north side of the street.
