The Director of Public Service is hereby directed to prepare and review yearly a "Manual of Rules and Regulations for Operations in Public Places," copies of which shall be available, at cost, from the office of the Director. This Manual shall contain a set of rules and regulations necessary for the effective enforcement of this chapter, including, but not limited to, minimum requirements for the placement of warning signs, barricades, lights, flags, flagmen and other devices necessary for the safety of the public; for construction requirements and procedures; and for safety requirements. No permittee shall violate or fail to comply with any of the rules or regulations contained in such Manual,.
