1022.01 DEFINITIONS.
   As used in this chapter:
   (a)   "Work" means any wiring of privately owned communications cables, construction, reconstruction, demolition, planting, trimming, spraying, maintenance, removal or similar operations within a public place and below, on or above the ground surface.
   (b)   "Service Director" and "Director" mean the Director of Public Service of the City.
   (c)   "Public place" means any public street right of way, place, alley, sidewalk, park, square, plaza, utility easement or any other similar property owned, controlled or dedicated to public use within the City.
   (d)   "Structure" means any pipe, pole, conduit, duct, tunnel, bridge, manhole, vault, cable, wire, building, sign, porch, awning or any other similar structure located below, on or above the surface of any public place.
   (e)   "Facility" means any pipe, pipeline, tube, main, sidewalk, street, driveway, service, trap, vent, vault, manhole, meter, gauge, regulator, valve, conduit, wire, tower, pole, pole line, anchor, cable, junction box, transformer or any other material, structure, tree, shrub, planting or object of any kind, whether enumerated herein or not, which is or may be lawfully constructed, left, placed or maintained in, upon, along, across, under or over any public place.
   (f)   "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
   (g)   "Franchise" means a privilege or right granted by a governmental body to an individual, group of people or corporation to operate and do business within the area governed by that body.
