(a) The portion of the whole cost of the improvement for permanent-type paving, permanent-type sidewalks and storm sewers which is not assessed shall be paid by the City from the fund determined by Council.

(b) The portion of the whole cost of the improvement for sanitary sewers which is not assessed shall be paid by City funds, as follows
(1) Ten percent and intersections by funds of the Division of Water and Sanitary Sewage, provided that moneys are available; and
(2) Intermediate and top courses of asphalt concrete and berms, or a proportionate share of concrete pavement, by funds of the City as determined by Council.

(c) As to all City streets hereinafter paved, the cost of bringing manhole covers, water valve boxes and other similar installations to finished grades shall be included in the project cost, and such cost shall be paid from funds of the Division of Water and Sanitary Sewage.
