(a) The whole cost of the improvement for permanent-type paving shall be assessed in accordance with Ohio R. C. 727. 05.
(b) The whole cost of the improvement for permanent-type sidewalks shall be assessed less the cost of street and alley intersections.
(c) The whole cost of the improvement for storm sewers shall be assessed less ten percent, less the cost of street and alley intersections and less the cost of the surface course of asphalt on streets which were paved at the commencement of the project, but in no case shall it exceed the maximum allowed under the Ohio Revised Code.

(d) The whole cost of the improvement for sanitary sewers shall be assessed less ten percent, less the cost of sheet and alley intersections and less the cost of the intermediate and surface course of asphalt concrete and berms, or a proportionate share for concrete streets, which were paved at the commencement of the project, but in no case shall it exceed the maximum allowed under the Ohio Revised Code.

(e) In the event that a special assessment project is undertaken that includes the construction of permanent-type paving, storm sewers and sanitary sewers, then the cost of the storm sewers shall not be assessed.
(f) In the event that a special assessment project is undertaken that includes the construction of permanent-type paving and storm sewers in an area where sanitary sewers already exist, then the cost of the storm sewers shall not be assessed.
