(a) Special assessments for permanent-type paving shall normally be levied by the foot upon benefited abutting property after completion of the improvement, except that the sides of corner lots shall only be assessed for that length which exceeds the length of the front. In a case where the project abuts irregularly shaped lots and Council determines that assessments levied by the foot front would be unjust, then the Director of Public Service shall specify the method of levying the assessment to be used.
(b) Special assessments for storm sewers and permanent-type sidewalks shall be levied on the benefited area after completion of the improvement.
(c) Special assessments for sanitary sewers shall be levied either by the foot front, by the benefit accrued, by the area benefited or by a combination of such methods, whichever is determined to be most appropriate by the Director.
