No person using weights, measures, scales, beams, steelyards, platform scales or other machinery or appliances, utensils or receptacles for weighing or measuring any article or commodity intended to be bought or sold in the City, or in the weight and measurement of which other persons or the public are interested, shall fail to cause the same to be tested, marked and sealed by the City Sealer of Weights and Measures.
