It shall be the duty of the City Sealer of Weights and Measures to keep a daily record of all weights, measures, scales, beams, steelyards, platform scales or other machinery or appliances, utensils or receptacles used for weighing or measuring, tested by him, sealed, adjusted or made to conform to the established standards as provided in this chapter, together with the location, name and business of the owner thereof. Such record shall be placed on file in his office not later than 12:00 noon of the day following the date of such report and shall at all times be subject to the inspection of the public. The City Sealer shall report to the Mayor the names of all persons whose weights, measures, scales, beams, steelyards, platform scales or other machinery or appliances, utensils or receptacles, wagons or vehicles used for measuring or weighing 'have been ascertained by him to be out of order or incorrect and shall file with the Mayor riot later than the fifth day of each month a detailed summary or statement of all his official transactions for the preceding month.
