(a) No person shall operate a temporary store without first obtaining a license therefor and paying a fee of one hundred fifty dollars ($150. 00). Such license shall be issued and signed by the Mayor, upon application and upon such forms as he may prescribe.

(b) No person shall refuse or neglect to pay the license fee required by subsection (a) hereof within forty-eight hours after demand therefor, except as otherwise provided in this chapter.
