(a) No owner, lessee, agent or tenant having charge of any lot or land shall permit any weeds or litter of any kind to grow upon or otherwise accumulate upon such lot or land within the City. Any growth of weeds or accumulation of litter is hereby declared to be a nuisance.
(b) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
