(a) No person shall erect or construct within the corporate limits any building for the purpose of being used as a slaughterhouse, rendering establishment, soap factory or candle factory, or equip any building now constructed or hereafter to be constructed for such purpose, without first obtaining a permit therefor from the Mayor and without such use being under the supervision of the Board of Health.
(b) No permit shall be granted for the erection or carrying on of any of such businesses in any block in the City when a majority of the owners of the lots within a distance of two blocks therefrom protest in writing against the erection, establishment or carrying on of the same therein.

(c) Whoever violates this section is guilty of a misdemeanor of the third degree and shall be subject to the penalty provided in Section 698.02
