660.14 SPRAYING OR OILING CAR LOTS.
   (a)   No owner, lessor, agent or other person having control of an open automobile parking lot or used car lot shall fail to spray or oil such lot with any appropriate substance that will not be injurious to an automobile or the tires thereof and which, when applied, will lay the dust and dirt arising from such lot during the times the same is used for parking purposes. Spraying or oiling shall be in a manner and/or quantity sufficient to keep dirt or dust from dispersement into the atmosphere of the locality where such lots are operated. Spraying or oiling shall be done as often as is necessary to accomplish the purpose of this section.
   (b)   The Board of Health shall order the owner, lessor, agent or other person having control of an open automobile parking lot or used car lot to spray or oil the same whenever the Board determines that such treatment is needed. No person shall fail to comply with such order within five days of the receipt of such order.

   (c)   Whoever violates any of the provisions of this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.
