(a) The purpose of the Human Relations Commission shall be to promote mutual understanding and respect among all racial, religious, nationality, cultural and ethnic groups in Newark and suggest ways to prevent discriminatory practices.
(b) Work with community organizations to develop programs and educational campaigns devoted to the prevention of group prejudices, racial or neighborhood tensions.
