632.04 ESTABLISHMENT OF HUMAN RELATIONS COMMISSION; MEMBERSHIP.
   (a)   There is hereby established a commission to be known as the Human Relations Commission, consisting of nine members to be appointed by the Mayor and confirmed by Council.
   (b)   The members of the Commission shall be broadly representative of the residents of the City and shall serve without compensation.
   (c)   Of the members appointed, three shall be appointed for two-year terms, three shall be appointed for three-year terms and three shall be appointed for four-year terms. Thereafter, all appointments shall be made for terms of four years.
   (d)   The Commission shall select its own Chairman who shall have a vote only in the event of a tie. In the event of the death, resignation or expulsion of any member, his/her successor shall be appointed to serve for the unexpired period of the term for which such member had been appointed.
   (e)   Five members shall constitute a quorum.
   (f)   The Commission shall maintain a record of its proceedings.
   (g)   A member who misses three consecutive meetings shall automatically cease to be a member and his/her seat shall become vacant.
   (h)   Any member who accrues three or more unexcused absences from commission meetings shall be automatically expelled from the Human Relations Commission, and his/her seat shall become vacant.
   (i)   An unexcused absence shall be any absence from a properly called meeting of the Commission at which the absence of the member is not excused by a majority vote of the members present. Should a vote to excuse an absent member not be taken at the meeting at which the absence occurs, the member's absence shall be deemed to have been excused as if approved by a majority vote of the members present, provided a quorum is present to transact business.
