(a) No person shall keep or use any stable, barn or barnyard so near to any lot upon which any other person resides that the contents thereof are discharged upon such lot, or permit the same to create habitual noxious odor, unsanitary condition or damage to another person or property.

(b) Whoever violates this section is guilty of a minor misdemeanor.
