618.16 KILLING OR INJURING BIRDS.
   (a)   No person shall kill, maim, wound or injure in any manner any bird within the City, except hawks or owls damaging property, European starlings, English sparrows, common pigeons, crows or blackbirds damaging crops or other property or birds otherwise constituting a nuisance. No person shall destroy the nests, eggs or young of any bird, other than those excepted above.
   (b)   No person exterminating or attempting to exterminate the above excepted birds shall do so in other than a safe and careful manner, as humanely as possible and in such a way that no other birds, animals or persons may suffer damage or injury thereby.

   (c)   Whoever violates any of the provisions of this section is guilty of a misdemeanor of the third degree.
