(a) No person shall own, keep, or harbor a dog wearing a fictitious, altered, or invalid registration tag or a registration tag not issued by the County Auditor in connection with the registration of that animal.

(b) Any dog who is found wearing a fictitious, altered or invalid registration tag or a registration tag not issued by the County Auditor in connection with the registration of that dog shall subject the dog to impoundment. If the dog is impounded pursuant to this section, the owner, keeper or harborer of said dog must produce evidence of valid registration prior to the animal control shelter releasing the impounded dog.
(c) Whoever violates this section is guilty of a minor misdemeanor on the first offense; and on each subsequent offense a misdemeanor of the fourth degree.
