(a) No owner, keeper, or harborer of a dog more than three months of age shall fail to register such dogs required by the Ohio Revised Code or fail to pay the fee to register such dog.
(b) No owner or operator of a dog kennel shall fail to register such kennel as required by Ohio Revised Code or fail to pay the fee to register such kennel.
(c) Whoever violates this section is guilty of a minor misdemeanor on a first offense; and on each subsequent offense is guilty of a misdemeanor of the fourth degree.
