Each person authorized to issue tickets shall also attach to each vehicle parked in violation of any of the provisions of this chapter, a notice to the owner or operator thereof that such vehicle has been parked in violation thereof and instructing such owner or operator to report to the Municipal Court in regard to such violation. Each such owner or operator shall make payment to the Municipal Court as a penalty for and in full satisfaction of such violation, such sum as may be established from time to time by the Licking County Municipal Court. The failure of such owner or operator to make such payment to the Municipal Court within the time specified, shall render such owner or operator subject to the penalties provided in Sections 408.01 and 408.02.
