The Director of Public Safety is hereby authorized to offer parking passes for sale to the public. The price for such parking passes shall be established by the Director. Parking passes shall be effective for a period of twelve consecutive calendar months from the date of issuance and shall be used exclusively when persons holding such passes park their motor vehicles in properly designated public parking spaces on the various streets and roadways of the City. The form used for such parking spaces shall be prescribed by the Director. Such parking passes shall remain the property of the City, and the use and display thereof shall be subject to rules as are prescribed by the Director.
