The Service Director, as requested by the Safety Director, shall have lines and markings painted upon the street for the purpose of designating the parking space for which zoned parking is to be used, and any vehicle shall park within the lines or markings so established.
No person shall park any vehicle, or cause or permit any vehicle registered in the name of or operated by such person, to be parked across any such lines or markings, or park or cause or permit to be parked any vehicle in such a position that the subject vehicle is not entirely within the area so designated by such lines or markings.
