The Safety Director is hereby directed to provide a means of calculating the length of time vehicles are parked within the zoned areas of the City. The Director is hereby authorized to enter into a contract for maintenance of means necessary to maintain the same in good operating condition and to pay for the parts, protection and maintenance thereof exclusively from the receipt of penalties generated from the enforcement of zoned parking as collected through the Clerk of the County Municipal Court.
