452.09 SNOW EMERGENCIES.
   (a)   In order to facilitate the movement of traffic and to combat the hazards of excessive snow and ice on the public streets, public ways or portions thereof set forth in division (b) of this section, no person shall park, cause or permit to remain parked any motor vehicle on any public street, public way or portion thereof set forth in division (b) of this section where parking is otherwise permitted when the amount of snowfall accumulates to a depth of two inches or more. Any motor vehicle found to be parked in violation of division (b) of this section shall, in addition to the penalty provided in Section 408.02, be removed at the order of the Director of Public Safety at the expense of the owner/ operator of such motor vehicle.
   (b)   The public streets, public ways or portions thereof where parking is prohibited after the amount of snowfall accumulates to the depth of two inches or more shall be as follows:
      (1)   Allen Street;
      (2)   Beacon Road;
      (3)   Brennan Street;
      (4)   Bryn Mawr Drive;
      (5)   Buena Vista Street, between Manning Street and State Route 16;
      (6)   Channel Street, between Mt. Vernon Road and Maple Avenue;
      (7)   Cherry Valley Road;
      (8)   Church Street, East;
      (9)   Church Street, West;
      (10)   Clinton Street, between St. Clair and North Streets;
      (11)   Country Club Drive, between Sharon Valley Road and W. Church Street;
      (12)   Craig Parkway;
      (13)   Dayton Road, between E. Main Street and State Route 16;
      (14)   Eleventh Street, North, between Granville Road (Street) and W. Main Street;
      (15)   Fifth Street, between Locust Street and National Drive;
      (16)   First Street, between Locust and Scheidler Streets;
      (17)   40th Street, North;
      (18)   Garfield Avenue, between Cedar Street and O'Bannon Avenue;
      (19)   Grafton Road;

   (c)   The Safety Director shall cause proper and adequate signs to be placed. giving notice of such snow and ice removal routes upon the public streets, public ways or portions thereof set forth in division (b) of this section. Such signs shall be considered permanently installed.
   (d)   The Service Director shall determine the extent of snow and/or ice accumulation and so advise the Safety Director when the accumulation has reached the depth of two inches or more. The Safety Director shall, upon notification by the Service Director of the accumulated two inches or more of snow or ice, disseminate through the mass media the effective date and time of the parking prohibition.
   (e)   The Service Director shall be responsible for removal of snow and/or ice from the public streets, public ways or portions thereof set forth in division (b) of this section in the following enumerated order:
      (1)   All public streets and public ways commonly known as the Public Square and Downtown Area;
      (2)   All arterial streets connecting the Downtown Area;
      (3)   All other streets commonly considered primary connector streets to arterial streets;
      (4)   All other streets commonly considered secondary connector streets to the primary connector streets; and
      (5)   All public streets and public ways which have been determined to be public school bus routes by the Service Director.
