No person shall disturb the good order and quiet of the City by making any of the following unnecessary noises:
(a) Squealing the tires on the pavement or accelerating or stopping a motor vehicle in a noisy manner unless such noise is made necessary by an emergency;
(b) Racing the motor of a motor vehicle in such manner as to cause the muffler or tailpipe on such vehicle, whether it is an automobile, truck or motorcycle, to make a loud and unnecessary noise, regardless of the type of muffler or tailpipe which may be installed on such vehicle; or
(c) Creating other noises of any kind through the use of a motor vehicle of any type, if such noises are unnecessary in the operation of such motor vehicle.
