(a) No vehicle shall be turned so as to proceed in the opposite direction, commonly called a "U" turn.
(b) As used in this section "U" turn" means the turning of a vehicle so as to proceed in the opposite direction on any public way or at any intersection of public ways without first removing such vehicle from such way or intersection.
