(a) Notwithstanding the provisions of this chapter, Council may override any decision of the Director of Public Safety and may assume any of the powers delegated to the Director, by a resolution adopted by a vote of a majority of the members duly elected thereto. Upon the adoption of any such resolution, the same may be changed only by an amending or repealing resolution adopted by Council.

(b) In the event that the provisions of any rule or regulation promulgated by the Director of Public Safety under the authority of this chapter conflict with any provision of any ordinance of the City, the rule or regulation shall prevail over such ordinance provision if the effective date of such rule or regulation is subsequent to the effective date of the ordinance; otherwise, the provision of such ordinance shall prevail and the rule or regulation shall be considered as repealed to the extent of such conflict.
