A port authority to be known as the "Heath-Newark-Licking County Port Authority" (the "Port Authority") is hereby created in combination with the City of Heath, Ohio (together with the City, the Cities"), and the County, pursuant to an Agreement substantially in the form of the Agreement set forth in original Ordinance 95-24, passed April 17, 1995, effective as to the date on which the Agreement is executed by the County and the Cities.
