The Litter Control Board shall consist of at least seven, but not more than fifteen, members. The membership shall be composed of at least one local government representative, at least one law enforcement official and at least one public education official. The remaining members of the Board shall be from one or more of the following areas: industry, labor, commerce, media, agriculture, conservation, neighborhood associations, youth groups, civic groups and religious organizations. All members shall be appointed by the Mayor, and all shall serve without compensation.
Each Board member shall serve for a term of three years, with one-third of the Board terms expiring each year. A vacancy occurring within any position on the Board shall be filled by the Mayor for the unexpired term only.. Thereafter, the Mayor shall resume appointments for new full terms. Current members of the Board shall continue as members of the Board until expiration of the appointed terms. Thereafter, the Mayor shall appoint members of the Board as provided in this section.
