The Litter Control Board shall be responsible for developing and administering a litter control program, and in doing so it shall have the authority to receive gifts, donations, grants and other forms of assistance necessary to implement such a program, subject, however, to the powers, duties and responsibilities inherent in Council by virtue of the constitution and laws of the State and these Codified Ordinances. The Board shall be responsible for formulating ideas and suggestions for the improvement and enhancement of the City with respect to litter control, and it shall assist in all litter control projects as may be conveniently possible.
