(a) A quorum of the Citizens' Advisory Council on Recreation shall consist of six members, including the Chairman.
(b) Each member, including the Chairman and Vice-Chairman, of the Advisory Council shall be entitled to cast one vote on any issue brought to the attention of the Advisory Council. However, the members of the Advisory Council shall have no vote with. respect to action taken by the Parks and Recreation Committee of Council, but they shall be required to provide recommendations and suggestions to the Parks and Recreation Committee on all matters brought before the Committee for action.
