268.04 OFFICERS.
   (a)   Chairman.
      (1)   Following the appointments of all members to their initial terms on the Citizens' Advisory Council on Recreation, the Mayor shall appoint one of such members as the Chairman. Thereafter, the Chairman shall be selected by a vote of the Advisory Council itself.
      (2)   Each Chairman of the Advisory Council shall serve for a term of one year and no Chairman shall serve for two consecutive full terms. Any person selected to serve for an unexpired term as Chairman may thereafter be elected to serve the full term immediately succeeding his unexpired term. Any person may serve for multiple terms as Chairman of the Advisory Council so long as each full term is separated from the next by one or more full terms during which such person does not serve as Chairman.
      (3)   It shall be the responsibility of the Chairman of the Advisory Council to preside over those meetings which are not conducted in conjunction with the Parks and Recreation Committee of Council, at which the Chairman of the Council Committee shall preside.
   (b)   Vice-Chairman.
      (1)   Initially and thereafter, a Vice-Chairman of the Advisory Council shall be elected by the members of the Advisory Council. The Vice-Chairman shall be restricted with respect to multiple terms as is the Chairman.
      (2)   In the absence of the Chairman, the Vice-Chairman of the Advisory Council shall preside over all meetings at which the Chairman would normally preside if the Chairman were not absent.
   (c)   Secretary.
      (1)   Initially and thereafter, a Secretary shall be elected by the members of the Advisory Council. The Secretary may serve multiple consecutive terms without restriction.
      (2)   The Secretary of the Advisory Council shall be responsible for taking all minutes of the meetings conducted by the Parks and Recreation Committee of Council, as well as all minutes of those meetings conducted by the Advisory Council when such Advisory Council meets without the Parks and Recreation Committee of Council.
