(a) A Citizens' Advisory Council on Recreation is hereby established for the purpose of promoting and providing citizen participation in the planning and supervision of the Parks and Recreation Program of the City.
(b) The Advisory Council shall be advisory only and is not intended, pursuant to Ohio R.C. Chapter 755, to supervise and maintain the Parks and Recreation Program, a responsibility which is committed exclusively to the Division of Parks and Recreation, in the Department of Public Service, pursuant to Chapter 248.
