(a) The Building Code Advisory Committee shall have no binding authority over the City Building Code Department but will serve as an observer and reporter only at the desire of City Council.
(b) The committee shall meet as deemed necessary but no less than bi-monthly and shall submit its findings, observations, and recommendations to the Safety Committee of City Council after each such meeting.
