256.01 CONTRACTS AND PURCHASES; ADVERTISING FOR BIDS.
   The Director of Public Service may make any contract, purchase supplies or materials or provide labor for any work under the supervision of the City involving not more than ten thousand dollars ($10,000). When an expenditure within the City, other than the compensation of a person employed therein, exceeds ten thousand dollars ($10,000), such expenditure shall be authorized and directed by ordinance of Council. When so authorized and directed, except where the contract is for equipment, services, materials or supplies available from a qualified nonprofit agency pursuant to Ohio R.C. 4115.31 to 4115.35, the Director shall make a written contract with the lowest and the best bidder after advertising for not less than two nor more than four consecutive weeks in a newspaper of general circulation in the City.
