(a) All costs relating to the disposal of the Water Treatment Plant lime sludge through the Wastewater Treatment Plant's sludge program will be borne by the Water Bureau.
(b) To effect the sharing of costs in an efficient manner, the Wastewater Bureau shall appropriate the funds and provide the services required to perform all associated tasks for the lime sludge disposal program.
The Wastewater Bureau shall bill the Water Bureau a minimum of two times per year, and the Water Bureau shall pay the Wastewater Bureau, for such purposes from funds appropriated for such purpose, based on the calculated proportionate share of the cost.
(c) The cost sharing of lime sludge disposal shall apply from the inception of the introduction of lime sludge to the Wastewater Treatment Plant until its termination.
