(a) There shall be paid from the Water Fund into the General Fund of the City, as the fair share of the administrative costs which would be borne by the Water Bureau, an amount equal to twenty-five percent of the administrative costs of the City each year, as shown by the annual report of the City for the preceding year.
(b) There shall be paid from the Wastewater Fund into the General Fund of the City, as the fair share of the administrative costs which should be borne by the Wastewater Bureau, an amount equal to twenty-five percent of the administrative costs of the City each year, as shown by the annual report of the City for the preceding year.
